Jeff Lower is the Chief Operating Officer (COO), GIS Director, and co-founder of Resolution.  Jeff has 30 years of geospatial experience, managing programs for the U.S. Army Corps of Engineers, USGS, NAVFAC, USDA, NOAA, and NGA, among others.  Mr. Lower has served on the Board and as President of the Management Association of Private Photogrammetric Surveyors (MAPPS).  He had the honor and privilege to be invited and to testify to Congress related to the geospatial profession and the need for strong coordination and cooperation between the federal government and the private sector.  In 2015, Jeff was appointed by the U.S. Government to the Census Scientific Advisory Committee (CSAC) as a subject matter expert in remote sensing and GIS.  He served two three-year terms on the CSAC as part of the advisory committee to the Census Bureau.  Jeff has conducted remote sensing and GIS work all over the world.  He was also part of a team that traveled internationally to teach Hydrographic Surveying and Cartography courses to hydrographers from over 20 countries.  Jeff received a Bachelor of Science and Master of Science degree in Geography from the University of Florida.  At the beginning of his career, he was an adjunct faculty member at the University of Florida, teaching courses in GIS and advanced cartography.  He is a licensed Surveyor Photogrammetrist in Oregon and Virginia.
